Unreasonable expectations about the nature and character of scientific knowledge support the widespread political assumption that predictive scientific assessments are a necessary precursor to environmental decision making. All too often, the practical outcome of this assumption is that scientific uncertainty becomes a ready-made dodge for what is in reality just a difficult political decision. Interdisciplinary assessments necessary to address complex environmental policy issues invariably result in findings that are inherently contestable, especially when applied in the unrestrained realm of partisan politics. In this article, the authors argue that predictive scientific assessments are inherently limited in the extent to which they can guide policy development and that rigorous scientific assessments can be much more valuable in the role of ex post policy evaluation than they can in the context of ex ante policy formulation. The formulation and implementation of policies addressing the need to adapt to climate change can be difficult due to the long-term, uncertain nature of localised climate change impacts and associated vulnerabilities. Difficulties are intensified because policy interventions can involve high costs, foregone opportunity and changes to people's way of life. Factors such as these can spur an uncritical, or reflexive, negativity regarding efforts to address the projected impacts of climate change. Such reflexive negativity is often trivialised in pejorative terms, such (...) as 'Nimbyism'. However, stakeholder reluctance to accept the need for adaptation planning may be strongly influenced by self-perceptions that are resistant to change. People's sense of self and sense of place may contribute to an 'imaginative intangibility' with respect to climate adaptation, blocking thoughtful reflection and deliberation regarding alternative approaches and providing rationales for cheating the system once implemented. If acknowledged and addressed in a sensitive manner, it may be possible to manage these self-perceptions to elevate public discourse about climate change and help create situationally appropriate adaptation policy regimes. Magnetic resonance imaging is a noninvasive imaging tool that utilizes a strong magnetic field and radio frequency waves to visualize in great detail organs, soft tissue, and bone. Unlike conventional x-rays, there is no exposure to ionizing radiation and at most field strengths the procedure is considered safe for nearly every age group. Because it is non-invasive and possesses excellent spatial resolution, the use of MRI as a research tool has increased exponentially over the past decade. Uses have ranged from (...) add-ons to a clinical study to studies of brain development in typically developing children. In addition, a major effort has been made in recent years to use MRI to study brain function. Because the clinical utility of fMRI has not yet been realized, fMRI is still considered highly exploratory, and we cannot yet identify incidental findings of a functional nature. (shrink)

The use of magnetic resonance imaging to investigate brain structure and function has become increasingly common among neuroscientists, psychologists, and even economists in recent years. Yet, despite this increase in use, relatively little attention has been paid to the issue of incidental fndings. The current paper discusses these issues, and anticipates the future of incidental fndings in the context of other neuroimaging tools currently being used to investigate the living brain.

ABSTRACT The amount of biomedical research being conducted around the world has greatly expanded over the past 15 years, with particularly large growth occurring in low- and middle-income countries (LMICs). This increased focus on understanding and responding to disease burdens around the world has brought forth a desire to help LMIC institutions enhance their own capacity to conduct scientifically and ethically sound research. In support of these goals the Johns Hopkins-Fogarty African Bioethics Training Program (FABTP) has, for the past six (...) years, partnered with three research institutions in Africa (University of Botswana, Makerere University in Uganda, and the University of Zambia) to support research ethics capacity. Each partnership began with a baseline evaluation of institutional research ethics environments in order to properly tailor capacity strengthening activities and help direct limited institutional resources. Through the course of these partnerships we have learned several lessons regarding the evaluation process and the framework used to complete the assessments (the Octagon Model). We believe that these lessons are generalizable and will be useful for groups conducting such assessments in the future. (shrink)

As moral injury is a still-emerging concept within the area of military mental health, prevalence estimates for moral injury and its precursor, potentially morally injurious events (PMIEs), remain unknown for many of the world’s militaries. The present study sought to estimate the prevalence of PMIEs in the Canadian Armed Forces (CAF), using data collected from CAF personnel deployed to Afghanistan, via logistic regressions controlling for relevant sociodemographic, military, and deployment characteristics. Analyses revealed that over 65% of CAF members reported exposure (...) to at least one event that would be considered a PMIE. The most commonly PMIEs individuals reported included seeing ill or injured women and children they were unable to help (48.4%), being unable to distinguish between combatants and non-combatants (43.6%), and finding themselves in a threatening situation where they were unable to respond due to the rules of engagement under which they were required to operate (35.4%). These findings provide support for both the presence of exposure to PMIEs in CAF members and the need for formal longitudinal data collection regarding PMIE exposure and moral injury development. These essays by a distinguished international cast of philosophers explore moral psychology as it connects to social life, scientific studies, and literature.

No consensus yet exists on how to handle incidental fnd-ings in human subjects research. Yet empirical studies document IFs in a wide range of research studies, where IFs are fndings beyond the aims of the study that are of potential health or reproductive importance to the individual research participant. This paper reports recommendations of a two-year project group funded by NIH to study how to manage IFs in genetic and genomic research, as well as imaging research. We conclude that researchers (...) have an obligation to address the possibility of discovering IFs in their protocol and communications with the IRB, and in their consent forms and communications with research participants. Researchers should establish a pathway for handling IFs and communicate that to the IRB and research participants. We recommend a pathway and categorize IFs into those that must be disclosed to research participants, those that may be disclosed, and those that should not be disclosed. (shrink)

This study aimed to explore experiences and practices of key research team members in obtaining informed consent for pharmacogenetics research and to identify the approaches used for enhancing understanding during the consenting process. Data collection involved 15 qualitative, in-depth interviews with key researchers who were involved in obtaining informed consent from HIV infected individuals in Uganda for participation in pharmacogenetic clinical trials. The study explored two prominent themes: approaches used to (...) convey information and enhance research participants’ understanding and challenges faced during the consenting process. Several barriers and facilitators for obtaining consent were identified. Innovative and potentially effective consenting strategies were identified in this study that should be studied and independently verified. (shrink)

This paper examines the increasing trend by nursing scholars such as Patricia Benner to conceptualize ethics as a contextual and embodied ‘way of knowing’, embedded in nursing expertise. The intellectual origins of this development and its debt to neo‐Aristotelian thinkers such as philosopher Charles Taylor are discussed. It will be argued that rather than revealing a truth about ethical expertise, the emergence of the ‘expert’ nurse as a moral and ethical category is the result of the elaboration of neo‐Thomist (...) discourses in the educational and professional shaping of nurses. These discourses act on and are enacted by the individual nurse through his or her participation in specific ethical exercises that result in the constitution of the desired subjectivity – or ‘expertise’. Central to this shaping are particular notions of ‘the good’ and its relationship to knowledge, skill and practice. Critiques of these neo‐Aristotelian perspectives are discussed and applied to the notion of moral expertise in nursing, and the claims made by its proponents concerning the ‘ethical’ distinction between experienced and expert nurses. Finally, a call is made for a more pluralistic approach to ethics. (shrink)

Rhythm is generally taken to refer to a temporal pattern of events. Yet in recent years, across diverse fields in the arts, humanities, and social sciences, it has come to serve as the conceptual marker for a wide range of new approaches to understanding relations and relationality, following most explicitly from the late work of Henri Lefebvre. This article explores the temporal aspect of such relational thinking, in particular asking how time is implicated in relations, and how it can be (...) meaningful in those relations. The sense of time is surveyed from the perspectives of both cognition and metaphysics as well as with reference to music scholarship and social theory, and key threads are drawn, from the writings of Gaston Bachelard and Charles Sanders Peirce in particular, in order to suggest that time can be a sign, and that the signifying properties of rhythm have critical social consequences. Charles Pigden has argued for a logical Is/Ought gap on the grounds of the conservativeness of logic. I offer a counter-example which shows that Pigden’s argument is unsound and that there need be no logical gap between Is-premises and an Ought-conclusion. My counter-example is an argument which is logically valid, has only Is-premises and an Ought-conclusion, does not purport to violate the conservativeness of logic, and does not rely on controversial assumptions about Aristotelian biology or 'institutional facts.'.

In his final paragraph Nelson says that one could as well assert the possibility of God's nonexistence as of his existence. I can understand this only in the following sense: a positivist may well say that, for all we know at least, there may be nothing divine, since the idea of divinity cannot be shown to have consistent cognitive meaning. But an atheist, as I have defined the word, can only mean by the "possibility of God's nonexistence" that God (...) might in contingent fact not exist, and this is excluded by step 6 of the argument. Hence the non-positivistic opponent of theism must quarrel with one or more of the first six steps of the proof. He is free to do so. But some of us find these steps persuasive. (shrink)

This chapter focuses on one of the common fallacies in Western philosophy called the 'is/ought fallacy (IOF)'. Some philosophers conclude that the IOF is not a logical problem but an epistemological one, meaning that even if inferences like this one are logically valid, they cannot be used epistemologically to warrant anyone's real‐life moral beliefs. Arguments do not warrant their conclusions unless the premises of those arguments are themselves warranted, and in the real world, they say, no one would ever be (...) warranted in believing premise. Charles Pigden argues for the illegitimacy of the move from is to ought, saying that we should understand David Hume as pointing to the conservativeness of logic. According to Pigden, logic is conservative in that “the conclusions of a valid inference are contained within the premises. You do not get out what you have not put in”. (shrink)

In her anchor-piece on historicizing the canon, Li-Hsiang Lisa Rosenlee appeals to professional philosophers to develop several tools that can be implemented in historicizing the canon. Amy Donahue, David H. Kim, Nelson Maldonado-Torres, and Kris Sealey tessellate different aspects of this call. Donahue augments Rosenlee’s argument by braiding together Dharmakīrti’s “anyāpoha” theory and Charles Mills’ ruminations about “white ignorance”; Kim explores some of the nuances of Rosenlee’s account for a post-Eurocentric philosophy; Maldonado-Torres ruminates about the larger social context (...) in which thinking can be decolonized; and Sealey uses the work of Kristie Dotson to acknowledge the possibility of multiple canons. In putting on the table a number of questions, concepts, and approaches to canon-building, the symposium aims to contribute to what is by now a large array of similar reflections and engagements in different parts of the world. This article examines the study of mind and behavior at the University of Chicago through the career of Charles Judson Herrick, neuroanatomist and psychobiologist. Herrick’s views on human nature, education, and social control are discussed in the context of the progressive evolutionism pervading the university in the early twentieth century. The religious background of Herrick’s work is important to understanding the service ethos that permeated his science, which was also the basis of his interest in pragmatism (...) and of his opposition to certain tenets of behaviorism. Herrick was dedicated to interdisciplinary collaboration, which he thought crucial to the development of psychobiology. His relationship with Karl S. Lashley in the 1920s is analyzed. Their disagreements about the relationship between science and humanism, as revealed in their views on behaviorism, did not prevent them from working together to articulate a holistic theory of brain function and learning.
